Use of Ranking Function to get the numbering with record limit

One day I was stuck in a situation where I had to display only 3 records from the child table related to parent record with re-ordering based on the Employee record.

Let me explain...

Let say, Employee can create multiple Goals, so the relationship will be 1-M. Now we require the output as 1 Employee with 3 latest goals where goals can be more than 3 in the table and there should be numbering of Goal by GoalName Desc.
